Don't have wallpapers? Don't worry. Get wallpapers from the interesting collections of the famous photo sharing site Flickr.
Get photo upload notifications of your Facebook friends as wallpaper.
Shows date on top right corner.

I also tried and can't install. When I try from the market, it can't find it, and when I try to install from the web it says it is incompatible with my phone.

it is working on spica confirmed. But the app does not show in android market.

Could you post the apk here for us to try?

Usually when an application is visible in the market for some users but not the others it means that it's configured to be visible just in some areas. I don't exactly know how you can configure that since i don't have an android developer account, but you should check there.

Also, in the manifest you posted, the last permission is not correct, you left a space in the permission name, it should be "WRITE_EXTERNAL_STORAGE", you should try to check that out too.

I think that space is because of the forum. Many forums add spaces in long lines of text, to prevent the word from stretching the page.

So spica is shown supported and my app is available in all countries. Then the problem may be in kernels or mods we are using.
