Why want to do it?
If the phone had official (or unofficial) Froyo - why not?

If you're talking about the Samsung Galaxy Spica, the phone obviously doesn't have official gingerbread.
If you're talking about phones in general, it really depends on manufacturer.
Usually, it is impossible to downgrade without root.
If the phone was released with android 2.3 from the beginning, it is impossible to downgrade, no ROM of a lower version was made for the phone.
If the phone was released with 2.2, and got an upgrade to 2.3 (or your phone came with 2.3 pre-installed), with a bit of tinkering with custom ROMs and such, you can downgrade the rom. However, phones with locked bootloaders and no exploit cannot be downgraded (some newer HTCs)
Now, the question is, why would you even want to downgrade?
And leave out the all caps. Turn off caps lock or something.
