As I understand it, stock Android version 2.1 and older DO NOT have ad hoc support built in. Android ad hoc support is needed so that the handset can communicate with an Eye-Fi Pro or Pro X2 card WITHOUT a router.
Fortunately, many phones are receiving updates to Android 2.2 "Froyo" which DOES support ad hoc / tethering. However carriers can decide to disable the ad hoc feature- and many will.
This means that "rooting" your Android handset will likely be necessary for many/most users for the foreseeable future.
Yes you are correct about the tethering needing to root the phone.
Barnacle does not need the phone to be rooted so if they can figure out the difference as to why it works with the android tethering app and not barnacle it will be a non issue.
I have also have worked with Eye-Fi as to why it works with one & not the other and they are looking into the difference also.
So there should be a lot of options in the near future for those that do not want to root.

Busy day. Bought an android phone, activated, rooted, installed software and prerequisites.
Eye-Fi Droid is working flawlessly with jpeg images. It crashes when I switch to RAW.
I can help you test, provide logs, etc. if you'd like to enable RAW transfer from the pro cards.
