Is the camera 800MHz bug still present in JE4? Any operator customizations?

If you use JIT it will have bug, in JE1,JE4 never had camera bug... It is not JE bug, it is JIT bug

Not true. This is a ROM feature since JD4 (or even JD1), that after starting camera cpu governor is switched to performance for good. This causes still 800Mhz on the processor. I've never used JIT and always had this issue. See SetCPU application to see that governor switches, and doesn't come back after closing camera.

so the problem is, once we had start the camera app and won't restart the phone, the CPU will drain more power than usual...?

There was a lot of noice on that on polish forum. One of users made a fix for that (doesn't need root):
możliwy fix na 800MHz problem - forum.android.com.pl you can try google translate to see what are doing those many different versions or see that:

Application as a service. Screen going to standby = slowing down the processor.

SlowDown3: MEGAUPLOAD - The leading online storage and file delivery service
    Exactly as above + autostart

SlowDown4: MEGAUPLOAD - The leading online storage and file delivery service
Exactly as above + simple menu with ability of turning off the service and turning on the sound. Autostart is still mandatory, since authou couldn't figure out how to turn it off, so there is no sign after an application.

SlowDown5: MEGAUPLOAD - The leading online storage and file delivery service, pl.tramer1991.slowdown5.apk.zip
Simplified menu, ability of turning on/of the info bubbles.

    SlowDown6:
    pl.tramer1991.slowdown6.apk.zip
Exactly as above + widget (clicking it = slowing down the processor)

    SlowDown6.5 (link below)
Like above with better interface and less pixelate widget.

All versions here: pl.tramer1991.slowdown - Windows Live
