Well, C# is just Java redone by Microsoft. It isn't itself anything interesting in terms of performance, the difference comes from better implementation of virtual machine than Dalvik. So maybe replacing Dalvik with a better VM would have the same effect (or extending it with some optimization tricks of Mono), without losing the whole application base.
IMHO it's just a project to show that Android VM isn't as good as Google imagines and there is a lot of area for improvement and this might be the direction of future Android development. Of course it depends on how the Google vs Oracle case ends, but I don't believe that Google wouldn't be able to somehow settle it up, because they have too much to lose.
